Yes, there are eyebrow tints available at most beauty salons and they aren't expensive. Be careful getting these though, especially if you have light skin and/or hair. As you've said you dye your hair black that makes it less risky, but depending on your skin make sure you don't go too dark.
As for the eyebrow pencils, I would just use a dark brown and apply slowly so you don't make any mistakes as eyebrow pencil is hard to remove and you can end up looking really weird.Eyebrow tint Help!?
When I get my hair dyed, the girl puts some of the same color she is using on my eyebrows. That way it is an exact match. You may want to use some Vaseline around them in case it runs, just whatever you do at the top of your forehead should be fine. I would suggest putting it on with an eyebrow brush. Good luck!
