Easy. Just draw in any non-glittering eyeshadow, using an angled brow brush, and you can have them in any color, even purple or green or red if you like. I was watching celebrity look a like.. and they were using a ';moustache'; coloring to change the color of eyebrows. I cannot say that it'll wash out right away if you don't like it, but, it works...
my advice is 2 use a i liner that is 1 or 2 shades lighter than your actual colour it works and it washes off with some water and/or soap and a little bit of pressure
YES. They have some at Sephora cosmetics stores. I forget what its called tho sorry! Just ask someone=)

get an eyebrow pencil , brow tints are all permanent till they grow out
well some people use mascara . revlon has this color stain for eyelashes..but its semi permanent~
